But here is the thing, a fan is a directional cooling system, its goal is not to reduce the general tempature of the room, but instead only of its immediate target.

If this pushes cold air at a target then its inneffecentcy is irrelivent.

Excellent point. I myself considered this, and yes, it would be useful for that purpose. It's too bad the manufacturer didn't specify this in it's claims. Instead, they say, "Frosty fan pack keeps room cool at a fraction of the cost of air conditioners." They're talking about cooling more than a localized target. Ergo, they are wrong.
